<p dir="ltr">Кооператив как решение жилищного вопроса</p><p> </p><p dir="ltr">Кооперативы могут стать реальным механизмом решения жилищного вопроса</p><p> </p><p dir="ltr">«Как купить квартиру?» — этот вопрос не дает спать по ночам миллионам россиян, которые не имеют собственного жилья или не могут улучшить жилищные условия. Особенно остро проблема стоит для молодых семей, которые хотят съехать от родителей, но купить квартиру не в состоянии. С учетом падающих доходов населения и высоких цен не недвижимость, к тому моменту, когда «молодая семья» накопит на собственную жилплощадь, им впору будет заводить внуков, а не детей.</p><p> </p><p dir="ltr">Ипотека далеко не всегда помогает решить проблему. Для ее получения уже необходимо иметь солидную сумму на счету, а также высокий уровень доходов, хорошую кредитную историю, да и в этом случае можно получить отказ.</p><p> </p><p dir="ltr">«Квартирный вопрос» превратился в настоящую социальную проблему. Например, можно ли говорить о преодолении демографического кризиса, если молодым семьям просто негде растить детей? Не все готовы ютиться в «однушке» с двумя-тремя ребятишками. Или пресловутая «утечка мозгов» — легко ли удержать в стране квалифицированного специалиста, если он в любой момент готов бросить арендованную комнатушку и сорваться туда, где работодатель предлагает лучшие условия, да еще и комфортный лофт за счет фирмы?</p><p> </p><p dir="ltr">Выходом из ситуации может стать такая незаслуженно забытая у нас бизнес-модель, как жилищная кооперация. Жилищные кооперативы (ЖК) — механизм приобретения жилья вскладчину, который широко используется во многих странах мира, например, в Германии, где он до сих пор остается одним из самых популярных способов решения квартирного вопроса.</p><p> </p><p dir="ltr">Россиянам постарше такая модель хорошо знакома — в Советском Союзе жилищно-строительные кооперативы были широко распространены, причем государство субсидировало до 70% стоимости жилья. Сейчас это звучит как что-то из области фантастики, но тогда молодым специалистам практически не приходилось ломать голову над тем, где жить.</p><p> </p><p dir="ltr">Конечно, после развала СССР этот механизм был смыт рыночной волной и забыт. Но в последние годы жилищные кооперативы начали возрождаться, и одним из пионеров этого процесса стал генеральный директор Международной бизнес-академии IBA, доктор экономических наук, основатель международной компании LifeisGood, создатель и председатель жилищного кооператива «Бест Вей» Роман Василенко.</p><p> </p><p dir="ltr">Объединиться, чтобы жить</p><p> </p><p dir="ltr">Жилищный кооператив в его современном виде — это некоммерческая организация, которая позволяет людям вскладчину покупать жилье, не переплачивая проценты банкам и не тратя годы на накопление средств. Участники ЖК вносят первоначальные паевые взносы, на эти средства приобретаются квартиры в интересах нескольких пайщиков, которые начинают делать ежемесячные возвратные выплаты. Эти средства аккумулируются, и на них приобретаются новые квартиры. Чем больше пайщиков у кооператива, тем скорее его участники будут получать жилье. При этом сам ЖК от этой деятельности никакой прибыли не получает, первоначальный вступительный и членские взносы идут на юридическую экспертизу, оценку рыночной стоимости квартир и обеспечение деятельности жилищного кооператива.</p><p> </p><p dir="ltr">Возникает вопрос, зачем человеку, удостоенному премии «Финансист года», успешному предпринимателю, заниматься некоммерческим социальным проектом? Ответ кроется в философии компании «Бест Вей» - «Объединить людей, чтобы жить». Причем жить хорошо.</p><p> </p><p dir="ltr">«Тезис полностью оправдывает себя, если увидеть в деятельности «Бест Вей» не просто воплощение модели обеспечения людей жильем, а стремление предотвратить отток молодых специалистов из страны, так называемую утечку мозгов, сохранить человеческий капитал, содействовать реализации национального проекта «Доступное жилье. Именно поэтому я рассматриваю нашу миссию, как социально-патриотическую. Успех должен иметь прочный фундамент. В любом обществе это жилье», — пояснил Роман Викторович в одном из интервью.</p><p> </p><p dir="ltr">Не случайно докторская диссертация предпринимателя посвящена проблеме предотвращения утечки квалифицированных кадров из страны. Он понимает, что собственное жилье будет тем якорем, который удержит молодых специалистов в России и, в конечном счете, станет фундаментом для будущего развития.</p><p> </p><p dir="ltr">Все это — не просто теория, а практика, которая успешно воплощается в жизнь с 2014 года, когда был основан кооператив «Бест Вей». За несколько лет существования сам ЖК, как и его создатель, успел получить множество наград за достижения в социальной сфере, в том числе был признан лучшим в своей категории в рамках госпрограммы «Лучшие социальные проекты», был награжден дипломом лауреата всероссийской премии «Национальная марка качества», дипломами «За социально значимый вклад в укрепление экономики РФ» в 2016-м и «За вклад в укрепление экономики России» в 2018 году, свидетельством Почетного члена Фонда поддержки предпринимательских инициатив, а также другими отличиями.</p><p> </p><p dir="ltr">Сам Роман Викторович, помимо ряда финансовых премий (диплом Лауреата Главной национальной премии «Предприятие года» Компании Life is Good, премия «Финансовый Олимп») получил широкое признание за работу в социальной сфере. В 2018 году он получил благодарность от Общественной палаты РФ «За создание и реализацию социально значимых проектов и поддержку общественных организаций в сфере патриотического воспитания населения», а в 2019 году ему был вручен диплом «За активное участие в развитии патриотического воспитания».</p><p> </p><p dir="ltr">Это неудивительно, учитывая, что за весь период своего существования ЖК приобрел более 700 квартир для своих пайщиков, и по праву считается одним из наиболее успешных кооперативных проектов в стране. И это при том, что проект существует без какой-либо господдержки, основываясь исключительно на эффективной бизнес-модели.</p><p> </p><p dir="ltr">Как купить квартиру и не сойти с ума</p><p> </p><p dir="ltr">В чем же заключается схема участия в ЖК и как стать членом жилищного кооператива? Все довольно просто. Человек вносит первоначальный паевой взнос — сумму, равную не менее 35% от заявленной стоимости недвижимости. Затем пайщику необходимо вносить ежемесячный минимальный паевой взнос, который в «Бест Вей» составляет 10 тысяч рублей, и невозвратный членский ежемесячный взнос на развитие ЖК в размере 2 тысяч рублей.</p><p> </p><p dir="ltr">Потом пайщик сам выбирает жилье, после чего ЖК его тщательно проверяет, так как ликвидность квартир во многом является залогом успешного существования кооператива.</p><p> </p><p dir="ltr">Что важно, в отличие от ипотеки собирать множество справок о доходах не требуется. Паевой взнос уже является гарантией платежеспособности клиента.</p><p> </p><p dir="ltr">Сегодня средний период ожидания квартиры составляет около года. Получив жилье, пайщик и его родственники могут сразу в нем прописаться, хотя собственниками они не становятся. Им остается весь кооператив, членами которого являются и они.</p><p> </p><p dir="ltr">В ЖК не приходится платить проценты. За исключением небольшого членского взноса, человек выплачивает только непосредственную стоимость квартиры, и все.</p><p> </p><p dir="ltr">Схема выплаты пая очень гибкая. Есть минимальный взнос, зато максимального — нет, то есть фактически вы можете платить столько, сколько хотите и можете. Срок выплаты всей суммы составляет 10 лет. Но ЖК, в отличие от банка, который за весь период получает проценты, заинтересован в досрочном погашении стоимости квартиры, ведь эти средства пойдут на покупку недвижимости новым пайщикам. Поэтому никаких штрафных санкций за преждевременную выплату нет.</p><p> </p><p dir="ltr">ЖК «Бест Вэй» входит в положение своих пайщиков и предоставляет отсрочку внесения взносов до трех месяцев в случае, если человек оказался в сложных условиях и не способен продолжать выплаты. В самом худшем случае, пайщику предлагают выйти из кооператива.</p><p> </p><p dir="ltr">Если с банками в случае задолженности у человека забирают квартиру, естественно, не возвращая внесенные средства, сколько бы их ни было, здесь пайщику возвращают все внесенные паевые средства, за исключением невозвратных. Квартира переходит в собственность другого участника ЖК либо же продается на открытом рынке, а деньги, возвращаются в паевый фонд ЖК.</p><p> </p><p dir="ltr">После погашения всей стоимости квартиры пайщик может оформить на нее единоличное право собственности, что гарантировано законом и никак не зависит от воли кооператива.</p><p> </p><p dir="ltr">Многих интересует, насколько эффективно способна работать такая система в современных, а не советских реалиях?</p><p> </p><p dir="ltr">«Понимаете, у эффективности есть свои маркеры. Вот пример: мы существуем 5 лет, и уже 16 квартир перешли в собственность пайщиков, хотя оговоренный срок возврата денег — 10 лет. Некоторые члены кооператива приобретают второй и третий объект недвижимости. Сегодня у нас более 6 тысяч пайщиков и 1235 купленных кооперативом квартир по РФ, Казахстану и Кыргызстану», — отвечает Роман Василенко.</p><p> </p><p dir="ltr">Переплата, связанная с членским взносами, за десять лет составит порядка 400 тысяч рублей. При ипотеке в зависимости от срока и условий переплата может составлять от 30% до 200% от всей стоимости квартиры. По оценке «ФинЭкспертизы» в среднем россияне переплачивают миллион рублей за квартиру в три миллиона.</p><p> </p><p dir="ltr">Квартиры по закону</p><p> </p><p dir="ltr">Наши люди всегда с опаской относятся к новому, даже если это проверенное временем, но забытое старое. Под обсуждениями о жилищных кооперативах в интернете можно встретить много комментариев о том, что они похожи на печально известные финансовые пирамиды. Ведь они также основаны на вовлечении людей — чем больше пайщиков, тем быстрее покупают квартиры.</p><p> </p><p dir="ltr">Но принцип работы ЖК совершенно иной. В пирамиде выплаты тем, кто присоединился раньше, обеспечиваются за счет тех, кто присоединился позже. Когда темпы увеличения количества членов сокращаются, денег на выполнение обязательств перед ранее вступившими в сообщество просто перестает хватать, и пирамида рушится.</p><p> </p><p dir="ltr">В случае с жилищным кооперативом денег на расчет с выходящим из кооператива пайщиком не может не хватать. Даже если большинство пайщиков в один момент решат выйти из кооператива, он останется финансово состоятельным — за счет разницы между стоимостью квартир, реализуемых на открытом рынке, и объемом возвращаемых паевых взносов.</p><p> </p><p dir="ltr">Единственной проблемой может стать срок ожидания квартир. В «Бест Вей», как уже было сказано, он составляет около года, но в некоторых менее успешных ЖК, у которых есть проблемы с привлечением новых участников, он может затянуться на многие годы.</p><p> </p><p dir="ltr">Решить эту проблему может популяризация жилищных кооперативов в обществе и изменение российского законодательства. Сегодня основы для работы ЖК заложены в гражданском и жилищном кодексах, однако необходимо создать правовую базу, которая облегчила бы деятельность кооперативов. Например, разрешила использовать материнский капитал для первоначального взноса.</p><p> </p><p dir="ltr">Роман Василенко уже предложил поправки к законодательству, и сейчас разрабатывается проект закона о развитии жилищной кооперации, который поможет установить четкие правила игры для всех ЖК. А, возможно, и привлечет вечно занятое правительство не только к макроэкономическим показателям и абстрактному росту ВВП, но и к этому вопросу, который волнует миллионы россиян.</p><p> </p><p dir="ltr">Ведь если машина — это не роскошь, а средство передвижения, то квартира — это тем более не роскошь, а место, где можно жить, трудиться и растить своих детей на благо Отечества, как бы пафосно это ни звучало.</p><p> </p><p dir="ltr">«Квартирный вопрос должен не портить, а воодушевлять людей. Жилищный кооператив „Бест Вей“ видит в этом свою прямую задачу», — говорит Роман Василенко.</p><p> </p><p dir="ltr">Если в этом увидит задачу еще и государство, можно не сомневаться, что ответ на квартирный вопрос в России, наконец-то, будет найден.</p><p> </p><p dir="ltr"> </p>

Earlier this year, a team of researchers with the Wisconsin Underwater Archeology Association and Wisconsin Historical Society located the shipwreck off the coastal town of Baileys Harbor, Wisconsin, the association announced on Sunday.
Named the F.J. King, the ship had become a legend within the Wisconsin wreck hunter community for its elusive nature, said maritime historian Brendon Baillod, principal investigator and project lead of the discovery.
“We really wanted to solve this mystery, and we didn’t expect to,” Baillod told CNN. “(The ship) seemed to have just vanished into thin air. … I actually couldn’t believe we found it.”
The wreck is just one of many that have been found in the Great Lakes in recent years, and there are still hundreds left to be recovered in Lake Michigan alone, according to Baillod.

Built in 1867, the F.J. King plied the waters of the Great Lakes for the purpose of trans-lake commerce. The ship transported grains during a time when Wisconsin served as the breadbasket of the United States. The 144-foot-long (44-meter) vessel also carried cargo including iron ore, lumber and more.
The ship had a lucrative 19-year career until that September night when a gale-force wind caused its seams to break apart, according to the announcement. The captain, William Griffin, ordered the crew to evacuate on the ship’s yawl boat, from where they watched the F.J. King sink, bow first.
